Indivduals who plan to become a candidate for the Office of At Large Member of the Council must register with the Office of Campaign Finance by filing a Statement of Candidacy (OCF Form 15) within five (5) days of picking up petitions from the Board of Elections, accepting a contribution or making an expenditure in support of their candidacy.

If the individual plans to organize a committee in support of their candidacy, a Statement of Organization (OCF Form 14) must be filed within ten (10) days of filing their Statement of Candidacy. Further, a Statement of Acceptance of the Position of Chairperson (OCF Form 1) and a Statement of Acceptance of the Position of Treasurer (OCF Form 2) must be filed by the respective individuals who will be serving in those positions. Finally, if creating a committee, the candidate must file a Request for Candidate Waiver (OCF Form 5).
