The Office of Campaign Finance Publishes the FEP Post Election Report
D.C. Law 22-94, the “Fair Elections Amendment Act of 2018” (the “Fair Elections Act”), effective May 5, 2018, and applicable November 7, 2018, establishes the Fair Elections Program in the Office of Campaign Finance (the OCF or the Agency). As codified in D.C. Official Code § 1-1163.32j (a), the Director of Campaign Finance is required to submit a report to the Mayor and the Council no later than 9 months after the end of each election cycle addressing the administration of the Program, which must include the names of the participating and non-participating candidates, the payments made from the fund, the list of qualified small dollar contributions received by participating and non-participating candidates, the list by participating candidate of expenditures made, funds remitted, and personal funds contributed by the participating candidate or the candidate’s immediate family, and a review and evaluation of the Program on District elections and campaigns, and of national best practices relating to public financing programs, with recommendations for changes.
The Data presented in this Report is based on information reported in the Reports of Receipts and Expenditures filed with the Office of Campaign Finance covering the start of the campaigns of the Candidates referenced herein through December 10, 2020, which incorporates the December 10th, 2020 Report of Receipts and Expenditures, the last financial report filed to include in its coverage period receipts collected after the closing date of the coverage period for the October 26, 2020 8 Day Pre-General Election Report, and immediately before or on the November 3, 2020 General Election, which may have qualified for matching payments.
The Report is presented in four parts. Part I is an Overview of the 2020 Election Cycle and the 2020 Special Election Cycle for City Council, Ward-2 and the Fair Elections Program, Part II is the OCF review of the national trends in public funding programs in other jurisdictions, Part III, is presentation of statistical data of the 2020 Election Cycle and Special Election for City Council, Ward- 2 and Part IV contains significant data pertaining to the 2020 Election Cycle and the 2020 Special Election for City Council, Ward-2, and Lists of QSDCs (Qualified Small Dollar Contributors) and Expenditures for all Fair Elections Program Candidates.
