Pursuant to the "Board of Ethics and Government Accountability Establishment and Comprehensive Ethics Reform Amendment Act o f 2011" (the Ethics Act of 2011" or the "Act"), the Office of Campaign Finance is no longer responsible for the enforcement of the lobbyist reporting and disclosure program which was formerly administered in accordance of D.C. Official Code Sections 1-1105.04 & 1-1105.05.

The Ethics Act of 2011 prescribes that the authority of the OCF to require the filing of the lobbyist registration and activity reports has been repealed. The Act establishes the District of Columbia Board of Ethics and Government Accountability (BEGA), effective October 1, 2012, as the repository for the filing of the lobbyist reports.  The Act requires that the registration report continue to be filed on January 15th and the activity reports be filed on January 10th & July 10th commencing in 2013. BEGA has informed us that new registration forms and activity report forms will be posted on their website, or may be picked up at their offices. Electronic filing will not be immediately available, so all forms must be manually completed and submitted for processing by BEGA. In no way does the change to the law relieve lobbyists from filing their registration forms and activity reports. Only the receiving entity has changed.
