Municipal Regulations
The Director of the Office of Campaign Finance (OCF) administers the statutes under the jurisdiction of the Agency pursuant to rules or
regulations approved by its oversight agency, the DC Board of Elections (the Board). The official codification of the regulations of the Board,
Title 3, “Elections and Ethics,“ of the District of Columbia Municipal Regulations, may be found at (www.os.dc.gov). The official codification incorporates all Final Rulemaking Notices adopted by the Board of Elections, and is the best source from which to obtain the most current OCF regulations. This agency’s rules and regulations are located within Chapters
30 through 37, and Chapter 99 of Title 3, “Elections and Ethics“, and may be accessed herein:

Notices of Proposed and Final Rulemaking
When the regulations require amendments, for example, as a result of the enactment of new law or the need for clarity in a particular process, the
Board issues a “Notice of Proposed Rulemaking“ in the DC Register. After a 30-day public comment period and barring any additional changes, the
regulations become permanent upon publication of a “Notice of Final Rulemaking“ in the DC Register.
