The Director of the Office of Campaign Finance (OCF) administers
the statutes under OCF jurisdiction pursuant to rules or regulations
approved by its oversight agency, the DC Board of Elections and
Ethics (the Board). The regulations for this agency can be found on the official D.C. Government website at www.dc.gov by clicking on Government and then Government Agencies and finding the Office of the Secretary (www.os.dc.gov). The link to the District of Columbia Municipal Regulations can be found at the top of the page. This agency’s rules and regulations are within Title 3, “Board of Elections and Ethics,” Chapters 30 through 37, and Chapter 99.
When the regulations require amendments, for example, as a result
of the enactment of new law or the need for clarity in a particular
process, the Board issues a Notice of Proposed Rulemaking
in the DC Register. After a 30-day period and barring any additional
changes, the regulations become permanent upon publication of a
Notice of Final Rulemaking in the DC Register.
Listed herein is the description of the rules governing OCF operations
