
Cecily E. Collier-Montgomery
Director, Office of Campaign Finance
On
December 7, 1999, the Council of the District of Columbia unanimously
confirmed Mayor Anthony Williams nomination of Cecily E. Collier-Montgomery
as Director of the Office of Campaign Finance of the Board of Elections
and Ethics. Mrs. Montgomery had previously served as the Director
of Campaign Finance since August of 1996. At that time, she returned
to the Board of Elections and Ethics where she served as the General
Attorney in the Office of the General Counsel from November 1978 until
November 1987.
Under
the leadership of Mrs. Montgomery, the Office of Campaign Finance
jump-started its Educational Outreach and Enforcement Programs such
that compliance with the reporting requirements of the Campaign
Finance Act is at an all-time high. During fiscal year 2002, due
to the efforts of Mrs. Montgomery, the Office of Campaign Finance
will introduce a comprehensive Electronic Filing and Reporting System.
This System will allow reporting entities to electronically submit
their financial reports at the OCF website, and disclose these reports,
once received, on the World Wide Web.
Prior
to her appointment, Mrs. Montgomery served as the Deputy Register
of Wills for the Probate Division of the Superior Court of the District
of Columbia from December 1989 to August 1996. She also served as
an Assistant Corporation Counsel in the Special Litigation Section
of the Office of the Corporation Counsel from November 1987 to November
1989, and as a Law Clerk in the Superior Court of the District of
Columbia.
